The game is called "Fragile," and is not vaporware. There is a site up already in Japanese, with lots of information I cannot understand:

I don't like RPGs and I can't read this, but as a Wii owner, it's good to see the types of games coming to the platform expanding as the system's sales continue to increase.

And I don't mean to imply that Namco isn't also working on Tales of Symphonia 2 for the Wii as well -- they are.

The game will be featured in Famitsu on November 22nd.
There will be an event on November 24th for the game.
The full site will launch on November 26th.

Looks like the PS3 is really struggling in the RPG department. I doubt FFXIII will be able to stand up to the myriad quality offerings the Wii60 duo seem to be getting.

 Honestly, the RPG genre is getting to be almost as overserved as the shooter genre.

Definitely disagree. Final Fantasy XIII and FF XIII Vs. are both exclusives, and those are most likely the biggest RPGs coming to consoles in the next 3 years.

Also White Knight Story, which a lot of people are excited about, Persona 4, among others.

Awesome, I love Namco RPGs. This is great news for me then. Tales of Symphonia was a great game, as was Xenosaga, though I only played the first one...

The main Final Fantasy series hasn't been of any real interest to me after I played the FF X debacle... sheesh I still don't understand why I was playing that game. Though I still like a few side projects like FF Tactics.

Also I honestly think that their aren't enough solid RPGs for the Wii yet. There certainly wasn't enough for the GC.
