Sometimes one version has big issues that makes it very inferior to the other, but those are rare cases such as Bayonetta and Orange Box.
Most of the time though it's just to declare a winner, because in a war there simply has to be a winner and a loser.
With alot of Mutiplatform game comparisons they do not take into account that PS3 uses the RSX Nvidia and XBOX 360 Xenos is ATI and therefore games will be abit different on both just because of that it is only in rear cases that a game like Bayonetta is very much worse on one system.
