As vaio said, all this proves is that Sony has changed some components in the PS3, we can only guess its for cheaper parts because it makes no financial sense to go to the effort of designing, building and getting validated a new design if it didn't cost less than previously.
No consumer electronics can be sold in the US without FCC approval. So a product is designed, a limited production run is done and tested, and if passed then full production starts. If it fails then its redesigned and the process starts again.
