For me, Intelligent Qube (IQ) was an underrated game. It was challenging and extremely fun. 3D tetris/brickbreaking with real consequences. Fantastic.
I have stong opinions. Slanted they may be. Uninformed they are not
Haven't read through this thread but I can gurantee someone has said Legend of Dragoon.
I thought it was pretty underated and I loved it back in the day. I loved the whole theme of the game.
The timed presses to extend into combos made normal attacks fun to use for once.
Einhander, Bushido Blade and Tenchu.

Tenchu my personal fav and Einhander although I don't think that was 'underrated'.
Some others I will have to think about but there are many gems on that system :)

Tenchu is underrated, really? I thought it was one of the more popular games on the system.
Hmm... the most underrated I can think of for PS1 was Saiyuki. It was a good game, but it was overshadowed by the inferior FFTactics.
