Your post does not make a lot of sense. First the DS still has a lot of potential left. It just sold over 3 million units in December in the US at its current price point. Secondly, it's better to introduce a new Pokemon Gen to the current owners of the Hardware. This will allow the Pokemon company feedback as to whether or not gamers enjoyed the changes or not, it's less risky. Thirdly, the DSi XL has not been released in the west and wouldl actually boost the sales of the DS. A new model would mean developers and publishers would need to develop new software and more importantly it would be harder for Nintendo to sell the new hardware to consumers because the DS has been so successful that many people would not be willing to upgrade so soon.
Why would Nintendo announce a new hardware up grade at the GDC. They could announce new hardware at any point they wish. The DS was not announced at the GDC nor was the Wii. Why would they do it now? Why would Ubisoft be included in this mix? This all points to BS being perpetuated on the internet just for giggles.

The GBA was still selling well when the DS arrived and on top of that the GBA had a new model coming which was the GB micro when the DS was on the way so your argument holds no ground in that respect, on top of that read my post clearly I said if the is new hardware not that it will be. You'll also find that every console never reaches it's full potential even when it's successor is on the way. Gold and Silver were introduced with the GBC and another gen of pokemon and was backwards compatible with the previous hardware who says the next can't be the same.

Yes the GBA was selling well when Nintendo announced the DS. They also announced that it was a third pillar and let's not forget that the Gamecube was not selling as well as Nintendo had hoped. However this situation is different. The Wii is selling exceptionally well and so is the DS. No third pillar is needed. Nor is a successor to the DS. All Nintendo needs to do is focus on software. Once the sales of the Wii and DS begin to decline and price cuts and bundles will no longer matter then the introduction of New hardware is needed but let's not get ahead of ourselves. The DSi XL has not been relesed in the West and that will boost the sales of the DS, as I previously stated.
Note: Nintendo also had their Online network setup and wanted to take advantage of this new technology, which was becoming a standard. The GBA could not utilize it. Therefore new Technology had to be developed. There's no new technology that requires a DS2 to make use of it.
As for consoles reaching their potential, I think Sony and Nintendo have both gotten as much potential as they could from the PSX, PS2, and the Gameboy. Eventually systems must die becasue technology has moved on and the consumers have moved on also.
