Question: are these areas visible from the playable zones? If so, these are not necessarily "scrapped" areas. The Elder Scrolls does this a lot. Oblivion had big chunks of Hammerfell, Elswyre, Blackmarsh, Vallenwood, Skyrim, and Morrowind in game as part of the heightmap with basic landscape generation done. That does not, however, mean they were part of the game then scrapped. They are there to convey that Cyrodiil is just a part of Tamriel. Same thing with Skyrim, which has big chunks of Cyrodill, Hammerfell, Highrock, and Morrowind, but none of that was ever going to be playable. It's purely there for the far off LOD. Same could apply here.

Only because it felt rushed and under developed. This is further proof that the game needed more time. It just feels weird that there is all these invisible mirriors everywhere

Yeah, you'd think with 10 years they wouldn't have scrapped so much.

Yeah, you'd think with 10 years they wouldn't have scrapped so much.

That literally has 0 effect on how much is scrapped.  In fact, the faster you make a thing the less will be cut in general since that means there was likely less editting.  A writer may write a thing for a decade and cut not a thing or he may cut many things.  He may cut enough to fill more pages than the final book contains.  How much or how little is cut is primarily determined by priorities, quality, end goals, and the preferences of the creator or publisher.  Rushing can result in things being cut and other factors as well and I have no doubt some of that is here.  But it's foolish to assume 1) all that is shown here was carved out of the final game and 2) that if the game shouldn't have it purely because it was in the making for 10 years.

I mean, if what we just sall is literally it, that's not really "on disc".  That's a heightmap with really bare foundational level design.
