That literally has 0 effect on how much is scrapped.  In fact, the faster you make a thing the less will be cut in general since that means there was likely less editting.  A writer may write a thing for a decade and cut not a thing or he may cut many things.  He may cut enough to fill more pages than the final book contains.  How much or how little is cut is primarily determined by priorities, quality, end goals, and the preferences of the creator or publisher.  Rushing can result in things being cut and other factors as well and I have no doubt some of that is here.  But it's foolish to assume 1) all that is shown here was carved out of the final game and 2) that if the game shouldn't have it purely because it was in the making for 10 years.
