Officially: Both games will appear only on the PlayStation-Hardware. Persona 5 and Yakuza 0 not planned for Switch or PC. In the tweet, Hardin by Atlus said: “Persona 5 for PS4, PS3. Yakuza Zero platforms: PS4. THAT’S. IT. No Switch. No PC or other system.” In my opinion: it was clear, but some fanboys had always spread lies that it also appears on other systems. Yakuza 0 will launch for PlayStation 4 in the Americas and Europe on January 24, 2017.  
Persona 5 will launch in North America and Europe on April 4.

Yakuza was clear, since the WiiU port of Yakuza sold near to zero I would be very surprised to see a new entry on a Nintendo System. Maybe PC is more probable, but it's probably not worth it by the moment.

About Persona 5, the main Persona games have always been in Playstation platforms so I wouldn't expect it to change. Wouldn't exclude a Persona Q sequel for Switch, though.

Not one main Persona game released on anything else than a Playstation system, it's just ridiculous to think that this one will magically release on another machine, even when nothing ever hinted this. The Atlus PR guy already said months ago "NO PC RELEASE". People can be so stubborn... "Oh, the reveal trailer of The Last Of Us 2 said "for the PS4", but not "only on PS4", so it must be coming to Switch!"

There is no obligation :) Not every company prints it on their cover. There are Tv spots for this :)
