It was just on sale in January for $19.99 on the eShop so I think a lot of people (including me) bought it. Haven't taken it for much of a spin yet, though. I say go on Miiverse and see who's still playing.

Just did a quick google search and found this:

It WAS locked, but thankfully due to fan outrage they removed the region lock back in April last year, so EU and US can play together... thank the lord! Although 3DS still can't go online multiplayer whatsoever, but meh...

well that's more like it!
