This isn't an issue where the hardware won't allow for 60fps.  This is a developer decision to present the game in a certain way, and they obviously don't see the benefit of a higher frame rate.

And it's not as if this is a cross-platform game that's been scaled down.  This is purely a creative and artistic decision in which 1080p is paramount.  Which bodes well, I believe for next-gen gaming.  Resolution should never be sacrificed as far as I'm concerned.  I, for one, appreciate their decision.
