Actually, it's Dragon Quest Monster: Joker 2.

It's the continuation of the Dragon Quest Monster games from the GBC era (based on the Dragon Quest universe but with a Pokemon-ish gameplay hence the Monster monicker) and it's subtitled Joker because that's the default name for the character in both the first and second game.
