It's selective replacement fears a lot of the time. Even here in the USA, some people who freak out about immigrants and non-immigrants that aren't white wouldn't bat an eye with white immigrants from the UK, Canada, Australia, New Zealand, South Africa, Germany, Poland, Russia, and so on.
Not saying rural areas in the USA or some other nations are a monolith but I think some of the racists that live in suburbs and urban areas should just move to sparsely populated areas if they are that afraid of diversity. Easier said than done, but they should consider it.
