Mostly the latter. FromSoftware just hasn't added native support to their proprietary engine, but it shouldn't be hard to do at all given that they have a proprietary TAA and the modders added DLSS support through a driver level hack.

I think the actual benefit of DLSS would be pretty minimal though for this game on SW2. SW2 is probably CPU-bound, and any image quality gain would probably be minimal. The image quality is great from what I have played (in handheld mode mostly.) Though maybe they could squeeze out a 40fps mode if they dropped the resolution enough. Of course, not locked just like their 30fps target isn't.
