Tariffs through executive order are illegal and can easily be undone by a future president. Congress is the legal way to levy tariffs.
I have never been in favor of sweeping tariffs, just some in targeted industries and often temporary. Most tariffs are very self-defeating.

These tariffs are the whims of a man-toddler who hates being told no, as a lot of women know all too well.
