They can implement (most of) those without raising the price, sure... but then you can also forget about using it as a handheld, as the battery will get drained in under and hour.
The additional cores and especially more memory will not be possible without a price hike however. Ever checked how much you pay for memory these days? Hint: over 3x as much as when the Switch 2 launched. And TSMC is steadily increasing the wafer costs, which also affects chip prices. Even just going to 16GB RAM instead of 12GB and adding 2 more cores would push the price easily above $600 (upcoming price hike included) right now.
