Thats not true, the reality is the people who "shout boycott" are just often in a tiny, tiny minority and don't reflect the wider stance by the community or general public which is why the boycotts don't go anywhere. See Hogwarts Legacy etc
Boycotts can make a difference when there is organic public support behind it. Often organic to the point that people just are naturally disenfranchised and avoid/enage less wit the brand out of distaste of recent actions etc. Many won't even consider it a conscious Boycott.
