Evergreens:

1. Nintendo
2. Atlus
3. Capcom
4. Square Enix (consistently inconsistent)

Fallen off:

1. Game Freak
2. Blizzard
3. Valve
4. Konami
5. Naughty Dog (arguably since they haven't made anything)

Bandai Namco have probably fallen off as well though my perspective is based entirely on the Tales franchise.
