Nintendo's MO in recent years has been for remakes/remasters to be handled by external partners, be it Grezzo, Tantalus, Velan, etc.

Given recent interviews, it is almost certainly handled by Monolith. Interviews back in April were very transparent that Monolith is developing a new Zelda game (or at least heavily involved in one). The interview was all about how Monolith has already been involved in the development of 4 recent Zelda games (starting with Skyward Sword and continuing through 3DS to the Switch TOTK), but that they are now given greater development and design duties on future Zelda games.

Very good chance Monolith Soft are involved, question is in what capacity; they could be supporting development like they did for the last several entries, while another dev is in the driver's seat.
