2028 or 2029. I feel 2030 would mean it ended up getting a delay since that would mean revealing it with a logo and its platforms would be 4 years before launch which is early but crazier things have happened in gaming like Metroid Prime 4's really early announcement in 2017.
2027 looks pretty unlikely. As you said, P4 is out that year and there might be another Atlus title too. Atlus has never released two core Persona games in one year, even a remake and new game. It would be oversaturation.
