I am skeptical that would come to Switch, and if it did it would be cross-gen. Switch doesn't have a microphone, and I think Nintendo wouldn't release a Nintendogs that had no version to use a mic in. 

They could make a mic as add-on and bundle with the game. Nintendo is best known for that weird game exclusive accessories. A microphone with USB C connection to the switch for handheld mode and to the JoyCon Grip for docked mode is the most normal thing they can come up with
