I've been playing Assassin's Creed: Shadows on PS5 lately, and it felt very rough for the first few sessions due to its low framerate. I think it's quite stable, but it felt very rough and I still don't think 30 FPS in that game feels nice even after getting used to it. The difference in visual quality between quality mode and performance mode is also large enough that I just bit the bullet with framerate instead of opting for a higher framerate. Of course this is coming from Astro Bot and Ghost of Yotei (performance mode) before that, but I have little doubt it would feel rough even coming from some other 30 FPS game.

I think the first time I really noticed the low framerate of a game was Metal Gear Solid 3 on PS2; it just felt significantly worse than Metal Gear Solid 2, and I knew very quickly it must be 30 FPS. I had knowledge of framerate in general due to PC gaming, but I hadn't paid attention to it on consoles before.

These direct sequels are an interesting example. Devil May Cry (2013) was the first instance of me being aware of a series shifting FPS to backlash. For Ratchet PS2 (60) > PS3 (30) I didn't notice much

I think all (non-spinoff) Ratchet & Clank games on PS3, aside from Into the Nexus, are 60 FPS, so perhaps that's why you didn't notice much. Into the Nexus felt somewhat rough at first too when I played it last year, but I got used to it pretty fast. For some reason, it just worked much better than Assassin's Creed: Shadows.
