Nintendo already improved OoT with QoL and basic graphics uplift anyway for Zelda: OoT 3D, if they wanted to do that they could just port that to Switch 2 with 4K graphics like the Mario Galaxy 1 or 2 ports. That also would sell almost 0 systems.
They're likely aiming far higher for this than just that. This isn't going to be just for late 30s/40 year olds, it's likely meant as much for a new generation of kids who will be packing movie theaters next spring for a "realistic" Zelda movie. Well you kinda need a "realistic" Zelda game and a completely brand new game would take like 7-8+ years to make so that isn't viable.
Remake like RE2/3/4 or FF7 Remake is the correct way to go. You need a system seller for holiday 2026 that can carry through 2027, you need something for the 40th Zelda anniversary, you need something that ties in with the movie, but you don't like 8 years to make a new game. OoT Remake checks all the boxes.
