When companies say sales, they mean revenue most of the time. Unless they say sold to consumers it is hard to definitively say one way or the other. But in this case the answer is more clear in your graph caption right there, they say the 2025 spike was mostly because it was put on PS plus extra and premium, meaning revenue. There is no way that would be sales.

The Witcher 3 graph a few pages over says revenue, surely the two would be consistent if they were both revenue, unless they're counting downloads as sales or something.

Depends if someone can read Polish. They say the Polish version is most accurate. My brain is not big enough to find the differences in what they mean. Later in the report they say revenue instead of sales for the same thing said in the caption.

"The higher revenue relative to 2024 is mainly due to strong sales of Cyberpunk brand products, including:
■ one-off revenue from making the basic version of Cyberpunk 2077 available as part of a PlayStation Plus Extra
or Premium subscriptions on PlayStation 4 and PlayStation 5 consoles;
■ revenue relating to Cyberpunk 2077: Ultimate Edition for Nintendo Switch 2 consoles released in the second
quarter of 2025"
