When companies say sales, they mean revenue most of the time. Unless they say sold to consumers it is hard to definitively say one way or the other. But in this case the answer is more clear in your graph caption right there, they say the 2025 spike was mostly because it was put on PS plus extra and premium, meaning revenue. There is no way that would be sales.
