I believe these are heavy Hispanic districts in Texas. Maybe getting a little to happy with ICE isn't paying off the way the GOP would like. Interesting enough, in Texas I believe they redistrict heavily for hispanic communities because they traditionally are conservative. That could end up haunting them now.
