They were planning to release fully uncensored on the west. The uncensored version didn't pass Nintendo's content guidelines for some reason. They then didn't have time to go through the approval process multiple times trying to get a partially censored build to pass so instead released the fully censored Japanese build in the west because they knew that'd pass. They're now going to work with Nintendo to uncensor as much of the game as they possibly can. |
It's not just speculation as you frame it it's the actual reason as read Nintendo's response to the situation the guidelines are in accordance to each independent rating board only one of those boards (CERO) has guidelines that would block the game this is why games like CB2077 and TW3 don't have the same issue as they have a version specific to Japan that they submit as well Adhoc clearly weren't aware of this procedure for eShop they likely submitted the game for release across the whole eShop not factoring/knowing CERO's requirements, note Nintendo's response alluded to rating's boards. An uncensored version can release in the west with no issue as those guidelines will clear the game just fine, the censored version is most likely the same one they released on PS5 and they just used that just to get the game released globally.
