I didn't do any of the extra bosses or post-game stuff. Was happy to leave it there after completing the story.

Regular culex isn't post game. you can fight him as soon as you get to Monstro Town. I was able to beat him at 16. Once. No idea how. usually gotta be 18-21. (he's recommended like 28-30 but that makes him such a joke)
