You don't need that much, US politics have been hijacked on a couple Billion a year, 2024 saw a peak with 4.4 Billion in federal lobbying. (Of course to keep the population under control ICE alone had nearly 29 Billion budget for 2025)
It's not about the average person in Greenland anyway, they have zero power to stop anything. Denmark, Canada and Europe in general will have to be bribed and that's a lot bigger cost. I'm sure Trump has already been trying to make deals to get Greenland.
