You are probably one of the reasons why this needs to be investigated using independent investigation team. Its very interesting how people can watch the same video and come out of it with different opinions based on their bias.
One thing for sure is that the reason the US is a shoot first ask questions later country is opinions like yours. Everything seems to be 0 or 100 and in those situations lethal force seems to be always the go to method. When a police officer use lethal force, there seems to be so much acceptance where it becomes the norm in the US just like school shootings. In every situation, the character of the person who was shot is immediately questioned but what never is questioned is how should that situation could have been prevented from needing lethal force.
Either way, its clearly shown from multiple angles of this incident that the office life was nowhere close to being in danger and 3 shots in the face pretty much proves he had ever intention of killing the woman. Take that as you may but this probably not going to be the last incident. Multiple officers have stated that proper procedures were not followed and even the statues for using lethal force in this situation does not favor the Ice Agent.
