That actually makes a lot of sense, and does explain why the game sometimes feels like a collection of concepts that don't always gel together, despite the overall high level of technical and artistic craft.
I don't envy Retro trying to pull together another dev's cancelled mess and try to chisel it into a quality game, must have been hellish for them, not to mention covid probably then messed things up even worse.
It's a miracle the game's good at all under these circumstances.
