I have a different theory: In order to make sure launch is as clean and void-of-controversy as possible, Rockstar pushes launch to correspond with PS6. Launching 30fps on a base PS5 would not be received well…at least, not by the internet (which loves so dearly to latch onto the most minor of flaws). Save it for PS5/PS6 as a cross-gen experience, and you suddenly avoid a potential PR nightmare! With how big this game’s budget is, Rockstar likely is trying as hard as possible to avoid any and all issues.

I don't think this will matter to them. Even going back to Starfield people quickly moved on from frame rate to talk about the content of the games. And as with the likes of Zelda frame rate is just not a defining factor when really talking quality...

If the delay was trivial it wouldn't be a crazy idea but delaying again would be huge PR damage in itself, damage to internal morale and be a gargantuan loss of income for a fiscal year. 

Based on Sonys own statements about the PS5 it sounds like the hardware is not fixed as they need to understand how things like universal compression work in practice, I don't think there is a set internal release.
