Between it's High price + lack of Japan-oriented exclusives + Japanese gamers preferring Switch/mobile  and increasingly PC, I can't see it reaching PS4 sales unless something drastic happens. 

Especially when Sony is publishing it's games on PC aswell. There's clearly the lack of excitement around home consoles. 

In Japan specifically I don't think that's so much a problem as Sony's first party games aren't that popular there.

Games like Monster Hunter being on PC though does hurt them, as PC is growing in Japan while PS declines.
