Not quite what 'neutral' means. They won't join partisans political blocs or military alliance, but if they are attacked the would respond militarily.

They just haven't been in that situation since the Napoleonic Wars. A convenience of location, with a bit of luck during the two world wars.

Switzerland has been adamantly refusing that any Swiss made equipment is being sent to Ukraine, stating their neutrality as the reason not being able to actually use their weapons in an armed conflict. Basically they're saying that whoever bought Swiss weaponry will not be allowed to actually use them in case of war, even if they're being invaded.

So if they would be applying this logic to themselves too, then in case of an invasion they would not be allowed to defend themselves due to their neutrality. As in, they would be neutral in a conflict between Switzerland, so themselves, and any invaders...
