Switzerland doesn't need weapons. After all, they can't use them, they're neutral, right?

Not quite what 'neutral' means. They won't join partisans political blocs or military alliance, but if they are attacked the would respond militarily.

They just haven't been in that situation since the Napoleonic Wars. A convenience of location, with a bit of luck during the two world wars.
