Either:
Trump isn't implicated, and is teasing this in public to put heat on those powerful people on the list, to push them to make dumb moves they will regret, or he's trying to blackmail them in some fashion, maybe both.
or
Trump is implicated, but so are many who've been in or tied to the Gov (worldwide) going back decades or more, so it needs to be kept under wraps to protect them all. It could even be why Trumps supposedly brought in so many reasonable good people from the center, especially those seen as reliable who have a voice, so now even they're aware, and won't dare say or do anything about it to protect themselves and/or loved ones.
