We won't ever know for sure unless we get some concrete info on all this stuff, but based on several insiders, Perfect Dark development being a mess isn't really surprising. I was excited for the game, but I think those reports about the game is closer to being true than untrue. Digital Foundry analysis of the game when it was shown supports this to an extent. The Initiative was a shell of a studio which can't be denied. Outsourcing the bulk of development to a 3rd party studios seems like a recipe for disaster and low and behold, it was. Overall, I understand why Perfect Dark and Everwild were canceled. It sucks but makes sense.
The Zenimax title though is more of a head scratcher. It was likely due to how long the development was going to take to get the game finished. I don't agree with it, but that is likely the logical conclusion.
