If it's frozen, it can be frozen pretty much indefinitely, so it's a net loss for Russia.

But if it would be spent, it would get unfrozen for this and thus would need to pay back Russia that sum.

Effectively, if we were to spend the frozen assets, we would pretty much pay for Russia's recovery after the war - and I'm pretty sure nobody wants to give them another head start like that.

Maybe I'm just naive, but if we end up not spending the frozen assets, I don't think we're going to keep them frozen forever either. Russia will probably get them back sooner or later. On the other hand, I don't think we're going to be paying Russia anything for any spent assets if we do decide to spend them. I don't think we want to, and I doubt anything could actually force us to pay. With the way things are going, Trump could probably do so, because out politicians seem to like bending over, but I really doubt we're going to be spending any assets if there's any risk of Trump forcing us to pay. And Russia definitely can't force us to pay.
