If it's frozen, it can be frozen pretty much indefinitely, so it's a net loss for Russia.

But if it would be spent, it would get unfrozen for this and thus would need to pay back Russia that sum.

Effectively, if we were to spend the frozen assets, we would pretty much pay for Russia's recovery after the war - and I'm pretty sure nobody wants to give them another head start like that.
