Jim and some of the other leadership can absolutely be blamed.
Even more so than on PS4, they've invested in cinematic AAA games. And the GAAS they bet big on and have failed miserably.
PS4 seems to be the final PlayStation platform to date that had a mix of AAA games and mid to smaller stuff from Sony (Fat Princess Adventures, Gravity Rush 2, etc).
If Astro Bot isn't somehow a AAA game, it's close enough to it. But it is breath of fresh air compared to Sony's usual output right now.
Before the PS6 comes out, there could only be one or two unannounced first-party games at this point, given how long they take to make.
