Pikmin 1 and 2 are available as a 2 pack or by themselves. They are not on GameCube's NSO. 

I don't think adding GameCube to NSO now means that will never happen with GameCube games again. 

Super Mario Sunshine is not a direct comparison to Pikmin 1 and 2 because All-Stars was a limited release. 

Do not put it past Nintendo to do HD ports of GameCube games separate from NSO, another remaster (Metroid Prime 2 could get the same treatment as Prime), or even more remakes like Paper Mario TTYD. 

All the games that you listed are story based titles that segment the whole story of the franchise, so it makes sense to bring back and give a chance to newer gamers play and catch up the lore without dealing on some parts that aged badly gameplay wise and a visual performance that matchs the time they are in

Mario kart and Smash are franchises with no sense of continuity or connection story wise, so theres no reason to have the older titles alongside the newest entry since the new one will have everything that introduces the player to the franchise. Their objective is make the new title the only focus to reach the current audience

All the old content of MK and Smash that is remastered or remaked is added to their current titles as returning characters, retro tracks and arenas for those that are attached to the previous games.

Thats why we NEVER saw a remaster of Mario Kart or Smash. Dont even say Mario Kart 8 Deluxe, that was a totally different case. It was the latest title and only MK game for Switch since they werent ready to move on to the next entry
