The PS5 and the PS5 Pro both have higher specs.  I'll ask you again.  Is it acceptable for those devices to be dropping frames but not acceptable for a handheld with lower specs to have frame rate drops?

It depends on whether the dropped frames means it's no longer playable. If it's dropping to lower than 20 fps then it's not playable is it? So very simply, yes it's ok because those dropped frames don't stop it from being a playable experience but these dropped frames into the teens do stop it.
