Yes. Last gen a lot of games already had variable resolution. So they would profit from a faster system. Also the times that fps are fixed to some system clocks are long gone, so frame rate dips below the locked frame rate will be less common with better hardware.

Yeah games like say Xenoblade 2/3 could benefit greatly from being fixed to their maximum resolution for instance.
