There's another difficulty for Putin with the conscripts: People are not fond of the conscripts dying. Unlike Stalin, he can't use them as cannon fodder or Russians would very quickly turn on him. That's why they're stationed in on the borders to countries other than Ukraine and on the northern border of Ukraine: To keep their losses as low s possible. And that's also why they're spending so much to find volunteers for the Russian army, as those have no such restrictions.

Yes, that's what I was referring to with political soundness. But technically he probably can utilize conscripts if he's confident enough it won't cause issues. I guess he won't feel much pressure to do so though as long as there's enough volunteers.
