He was appointed by Pope Francis. He is also a Peruvian national. Described as a "Moderate" and closer to Francis on some social issues such as advocating for migrants and the poor, however he has some outdated and shit views on women, such as opposing ordaining women as deacons and in 2012 had some shitty views on LGBTQ+

He holds dual U.S.-Peruvian citizenship from his days as a missionary. He was born in Chicago.
