Oh, and Europe already did and does. But for some things it was just easier to buy American surplus. That's going away now, and the few gaps there are in armament that Europe doesn't have, like a stealth fighter for instance, is in active development anyway. Perun made an interesting video about it with every single EU-nation producing something for an European army without any American involvement. While a bit tongue-in-cheek (some countries don't produce any military equipment but for his video, they had to produce something), he managed to fill almost every niche with European or European-produced equipment

So yes, cutting out the US is absolutely possible. And the billions lost for the US will sting a lot!

Both are on the way.

For our "own" SpaceX, there are multiple companies like PLD Space in Spain, Rocket Factory Augsburg (RFA in short), MaiaSpace in France or Isar Aerospace in Germany growing very rapidly. Isar had their first launch just one week ago (a failure as shown in your video, but let's not forget that only the fourth launch attempt of the Falcon 1 was a success), while PLD Space will have the launch of their Miura 5 (which is comparable to the cancelled Falcon 5 from SpaceX) early next year and the Miura Next, which will be comparable to the Falcon 9 and Falcon 9 Heavy, for the early 2030's. And let's not forget that until then, we'll still have Ariane 6 and Vega. Also keep in mind that about 90% of the SpaceX launches are just for Starlink.

As for the stealth aircraft, two are in development, the Future Combat Air System (FCAS) and the Global Combat Air Programm (GCAP). While GCAP development is faster and slated to be in production within 10 years, FCAS is more than just a stealth aircraft and also incorporates drone wingmen for instance. Both are also 6th Gen fighters compared to the 5th gen F-35.
