The wording is ambiguous on both the packaging and on Nintendo's website. So far we've only had one support team member say something about this and that person may very well be wrong. Usually "internet connection required" is put on the front of the box when a download is necessary to enjoy what's advertised on the front of the box, but we don't see this here.
I am leaning towards both the game and the upgrade pack being on the game card. What can definitely be ruled out is the interpretation in your second paragraph, because they absolutely will not put the Switch 1 version on the card and then have you download the Switch 2 Edition in full regardless.
