Yes it is.
I did that for Super Mario Bros Wonder and Super Mario RPG months before they actually released.
Just make sure its on the eligible list.
I dont see it on the list, the only thing that shows "Pre-order" is Xenoblade X Chronicles so chances are....that could be the last one or they could add Pokemon Legends Z-A later.
