I don't think many Japanese would buy the handheld that plays God of War over the handheld that plays Pokemon. Sony franchises are only catered to western audiences, they don't make Japanese style games like Nintendo.

Pretty much, Vita even sold less than the PS4. Switch isn't smashing it in Japan just because it's portable, but because it has games like Animal Crossing, Splatoon, etc, which Sony has no answer to.
