That isn't required. Going back to the Wii U and even currently on PS5/Series X, it just takes developers some time to retool or learn how to make games look better beyond "more polygons". Compare Pikmin 3 to Pikmin 4 for example. Huge leap in fidelity but pretty similar hardware. This game could of also began as a Switch project and was later ported to Switch 2 similar to something like God of War Ragnorok which is essentially a PS4 title with settings maxed out on PS5.
Edit: and on that note, A switch 1 cross gen release for MK9 is not out of the question. In fact I think its likely. Nintendo mentioned they want a smooth transition through generations without starting userbases from zero. I think Switch 2 exclusives will be more "core" games at first or games using unique features of the system... We'll find out in April.
