Even if only 5% of sales were on PS4, if the game sold 10 million copies (which is very possible for COD), it means the game sold 500,000 on PS4. Is 500k sales worth the extra development of a PS4 version? I would say yes. I don't really understand your logic of two years time difference being the reason. it's not about the calendar, it's about potential sales and players, and a PS4 version in 2024 would still get you way more players and sales then an Xbone version would in 2023. 

Is it about the calendar since that determines if making a PS4 or Xbox One version of a game makes sense to make since the older those systems get the less people there are buying games on them. Black Ops 6 began development back in 2020, the PS4 and Xbox One were both very relevant then which is why they made versions for those systems but in 2024 the situation is completely different. I said before 2023 and cross-gen development made a lot more sense back in 2022 than it did in 2024 which is why the number of games releasing on the PS4/Xbox One keeps declining.

Pocketpair feeling that the Xbox One version wasn't really worth it making them not bother with a PS4 version makes more sense than Sony forcing them to not make one since the impact on PS5 sales from that would've been basically non-existent.
